In a consortium of companies (GoodPlace, Hosting, Alohas and Sontius), we developed a comprehensive tourism development and marketing framework for Slovenian Istria. The Slovenian Istria Tourism Development Strategy 2030 was created in close cooperation with the inter‑municipal working group and a 33‑member strategic group representing all four participating municipalities. The process included regular coordination with the client, a focus group, 16 in‑depth interviews, and two online surveys among tourism providers and professional stakeholders.

Our work included an extensive analysis of supply and demand, key business indicators, sustainability performance, spatial planning, and the organisational structure of tourism. We defined the region’s tourism vision and mission and developed three potential development scenarios for achieving the strategic goals. As part of the marketing framework, we prepared a regional product matrix and a target‑market matrix.

The final strategy outlines five key areas of intervention supported by concrete projects – the action plan, covering product development and management, tourism‑relevant value chains, promotion and digitalisation, sustainability with mobility and flow management, and the business dimension with infrastructure and human resources. The document also examines the organisational model of tourism and provides detailed descriptions, comparisons, and recommendations for the three development scenarios.
